The Toba Military Command (TMC) has been silent on the Rocket Dog phenomenon, not unlike how they are silent on most games developed by the Council of Game Masters. Other than providing some logistic support for off-world tournaments, the TMC stays out of gaming.

That view was starting to change. Commander Rashna, aid to 1st Supreme Commander Tokairo was a Rocket Dogs fan and kept up with the happenings of the sport. The normally reserved Rashna could talk incessantly about breeds, racing gear, tactics, and course layouts. Though none of the conversations involved Tokairo, he was close enough to hear most of them. Finally, curiosity won, and he asked Rashna to explain the obsession. Which she did in great detail, along with several videos of past races. Tokairo was stunned by what he saw. Not the race or gear, but the pure athleticism, intelligence, and tenacity of the Rocket Dogs themselves. The unique bond between Commander and dog had great potential in a military operation. Yes, now Tokairo was very interested in Rocket Dogs.

Not wanting to step on the Game Master’s toes, Tokairo needed to come up with a way to slowly integrate some TMC expertise and influence into Rocket Dogs. Tokario quietly asked a few military contractors to submit ideas for Rocket Dog items. Several ideas were submitted and reviewed with the Tactical Saddlebag proving to be the perfect choice. From the time when Toba armies rode zeklos into battle, saddlebags holding rations, munitions and other essential kits were commonplace. And Rocket Dogs needed effective ways to carry their gear into races.
